1)為(wei)構建高效交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)系(xi)(xi)統(tong),本(ben)案通(tong)(tong)(tong)過(guo)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)物(wu)流一體化設(she)計確(que)(que)保(bao)(bao)工(gong)業園(yuan)區(qu)(qu)(qu)良好運(yun)(yun)作(zuo),五級道路(lu)(lu)(lu)網絡(luo)體系(xi)(xi)保(bao)(bao)障園(yuan)區(qu)(qu)(qu)整(zheng)體運(yun)(yun)行(xing),并(bing)與(yu)城市(shi)快(kuai)速(su)公交(jiao)(jiao)(jiao)(jiao)干線相結(jie)合(he),建設(she)園(yuan)區(qu)(qu)(qu)內部公交(jiao)(jiao)(jiao)(jiao)系(xi)(xi)統(tong),以確(que)(que)保(bao)(bao)滿(man)足員工(gong)就業與(yu)出行(xing)。一方面,在規(gui)劃(hua)中(zhong)通(tong)(tong)(tong)過(guo)加強與(yu)完善(shan)城市(shi)開發開放試驗區(qu)(qu)(qu)集輸運(yun)(yun)系(xi)(xi)統(tong),即結(jie)合(he)鐵(tie)(tie)路(lu)(lu)(lu)、航(hang)空(kong)及貨(huo)運(yun)(yun)站建設(she),以高速(su)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)為(wei)主(zhu),干線公路(lu)(lu)(lu)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)為(wei)輔的集輸運(yun)(yun)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)組織網絡(luo),空(kong)港集輸運(yun)(yun)系(xi)(xi)統(tong)服務于(yu)(yu)規(gui)劃(hua)區(qu)(qu)(qu)物(wu)流區(qu)(qu)(qu),可(ke)(ke)實(shi)現中(zhong)型、輕型貨(huo)物(wu)中(zhong)長度(du)及長途(tu)快(kuai)捷(jie)運(yun)(yun)輸;鐵(tie)(tie)路(lu)(lu)(lu)集輸運(yun)(yun)系(xi)(xi)統(tong)服務于(yu)(yu)規(gui)劃(hua)區(qu)(qu)(qu)產(chan)業區(qu)(qu)(qu),以地區(qu)(qu)(qu)鐵(tie)(tie)路(lu)(lu)(lu)通(tong)(tong)(tong)道為(wei)依托,實(shi)現大(da)宗貨(huo)物(wu)中(zhong)長距離運(yun)(yun)輸,且(qie)未(wei)來(lai)貫(guan)通(tong)(tong)(tong)于(yu)(yu)全國,乃至中(zhong)亞南(nan)亞鐵(tie)(tie)路(lu)(lu)(lu)網,同時實(shi)現空(kong)、鐵(tie)(tie)、公多式聯運(yun)(yun);公路(lu)(lu)(lu)則可(ke)(ke)實(shi)現規(gui)劃(hua)區(qu)(qu)(qu)與(yu)各縣城之(zhi)間的快(kuai)速(su)聯系(xi)(xi)。集輸運(yun)(yun)系(xi)(xi)統(tong)構建必須考慮交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)容量(liang)、交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)系(xi)(xi)統(tong)節點及道路(lu)(lu)(lu)通(tong)(tong)(tong)行(xing)能(neng)力,故可(ke)(ke)通(tong)(tong)(tong)過(guo)拓寬道路(lu)(lu)(lu)、建設(she)輔道、道路(lu)(lu)(lu)瓶頸點改造等增(zeng)加行(xing)車道數量(liang),并(bing)加強交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)管理規(gui)范,提高交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)通(tong)(tong)(tong)行(xing)效率。

2)規(gui)劃(hua)(hua)區(qu)(qu)道(dao)(dao)路(lu)網系(xi)統(tong)規(gui)劃(hua)(hua)應充分(fen)(fen)(fen)考慮未(wei)來規(gui)模擴大后的(de)(de)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)量增長,并與集(ji)輸運道(dao)(dao)路(lu)相(xiang)良好銜(xian)接,與各主要(yao)功能區(qu)(qu)有機連接,從而構(gou)筑高效(xiao)運作、等(deng)級結(jie)構(gou)合(he)理(li)、功能清晰、布局(ju)完善的(de)(de)道(dao)(dao)路(lu)網體系(xi)。針對于(yu)此,本案規(gui)劃(hua)(hua)采(cai)用環路(lu)與網格(ge)相(xiang)結(jie)合(he)的(de)(de)形(xing)(xing)式(shi),保證各功能片區(qu)(qu)外部(bu)形(xing)(xing)成環狀通(tong)(tong)(tong)道(dao)(dao),內(nei)部(bu)利用網格(ge)狀道(dao)(dao)路(lu)進行(xing)分(fen)(fen)(fen)隔。道(dao)(dao)路(lu)網格(ge)以城(cheng)市(shi)干(gan)線(xian)主干(gan)路(lu)網為(wei)主體,承擔(dan)規(gui)劃(hua)(hua)區(qu)(qu)內(nei)部(bu)及規(gui)劃(hua)(hua)區(qu)(qu)與城(cheng)區(qu)(qu)間中(zhong)長距(ju)離(li)城(cheng)市(shi)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)。規(gui)劃(hua)(hua)工業園區(qu)(qu)內(nei)部(bu)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)組織以人(ren)車分(fen)(fen)(fen)流原則進行(xing)相(xiang)對獨立的(de)(de)非機動(dong)車及步行(xing)系(xi)統(tong)設置(zhi);主要(yao)公共(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)區(qu)(qu)域設置(zhi)對外交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)場站(zhan)和公共(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)場站(zhan);同時(shi),各功能流線(xian)不分(fen)(fen)(fen)叉,基(ji)于(yu)園區(qu)(qu)合(he)理(li)劃(hua)(hua)分(fen)(fen)(fen)的(de)(de)貨(huo)運界(jie)面(mian)與人(ren)行(xing)界(jie)面(mian),實行(xing)客貨(huo)分(fen)(fen)(fen)流,以提高貨(huo)運效(xiao)率,提升交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運輸整體質量。

2、公共配套設施規劃

公共(gong)(gong)(gong)服(fu)(fu)(fu)務設(she)(she)(she)(she)施與基礎設(she)(she)(she)(she)施設(she)(she)(she)(she)置應充分(fen)考(kao)慮能(neng)(neng)夠滿足規(gui)劃(hua)區(qu)生產(chan)(chan)功(gong)能(neng)(neng)與公共(gong)(gong)(gong)服(fu)(fu)(fu)務功(gong)能(neng)(neng),本項目規(gui)劃(hua)區(qu)主要以物(wu)流、產(chan)(chan)業(ye)、公共(gong)(gong)(gong)服(fu)(fu)(fu)務功(gong)能(neng)(neng)為主導(dao),各(ge)產(chan)(chan)業(ye)及(ji)物(wu)流功(gong)能(neng)(neng)區(qu)內設(she)(she)(she)(she)置了(le)郵(you)政設(she)(she)(she)(she)施、供應設(she)(she)(she)(she)施、道路交(jiao)通設(she)(she)(she)(she)施、管理(li)服(fu)(fu)(fu)務設(she)(she)(she)(she)施等;綜合產(chan)(chan)業(ye)園服(fu)(fu)(fu)務區(qu)設(she)(she)(she)(she)置了(le)總(zong)面積約4萬平方米的公共(gong)(gong)(gong)管理(li)與公共(gong)(gong)(gong)服(fu)(fu)(fu)務大樓,以滿足園區(qu)產(chan)(chan)業(ye)及(ji)服(fu)(fu)(fu)務半徑需求。

3、市政工程規劃

本案市(shi)政工(gong)程(cheng)規(gui)(gui)劃(hua)從整(zheng)體性與系(xi)統(tong)性出發,根(gen)據規(gui)(gui)劃(hua)區人(ren)口(kou)規(gui)(gui)模(mo),參照(zhao)國(guo)家與當(dang)地(di)城市(shi)標準進(jin)行(xing)規(gui)(gui)劃(hua)設(she)置。規(gui)(gui)劃(hua)區給水(shui)(shui)系(xi)統(tong)規(gui)(gui)劃(hua)供水(shui)(shui)管(guan)(guan)網采取(qu)環狀形式,確保提(ti)(ti)高(gao)供水(shui)(shui)安全性,消防(fang)(fang)采用低壓消防(fang)(fang)系(xi)統(tong),消防(fang)(fang)水(shui)(shui)管(guan)(guan)道與生活用水(shui)(shui)管(guan)(guan)網合(he)(he)并。排水(shui)(shui)系(xi)統(tong)充分考慮內(nei)管(guan)(guan)網系(xi)統(tong)與周(zhou)邊區域(yu)管(guan)(guan)網系(xi)統(tong)的綜(zong)合(he)(he)協調,并按照(zhao)遠期發展(zhan)對管(guan)(guan)網容量留有余地(di)。為(wei)響應國(guo)家能(neng)(neng)(neng)源(yuan)節(jie)約的號(hao)召(zhao)將(jiang)規(gui)(gui)劃(hua)建(jian)設(she)海綿(mian)城市(shi),充分利用生態(tai)空(kong)間,提(ti)(ti)升水(shui)(shui)源(yuan)涵養能(neng)(neng)(neng)力(li),緩解雨(yu)洪內(nei)澇(lao)壓力(li),從而促(cu)進(jin)水(shui)(shui)資(zi)源(yuan)循環利用;并在(zai)規(gui)(gui)劃(hua)區南側污水(shui)(shui)處(chu)理廠內(nei)新建(jian)再(zai)生水(shui)(shui)廠,以實現(xian)當(dang)地(di)污水(shui)(shui)資(zi)源(yuan)的再(zai)生利用。此外,規(gui)(gui)劃(hua)區的電力(li)、通信、燃氣等(deng)工(gong)程(cheng)規(gui)(gui)劃(hua)均根(gen)據規(gui)(gui)劃(hua)區產(chan)業功能(neng)(neng)(neng)特點(dian)、人(ren)口(kou)規(gui)(gui)模(mo)、政策規(gui)(gui)定進(jin)行(xing)統(tong)籌規(gui)(gui)劃(hua)、合(he)(he)理設(she)置。

4、生態綠化系統規劃

綠(lv)(lv)(lv)化生態系(xi)統是(shi)工業(ye)園區(qu)(qu)(qu)規(gui)(gui)劃(hua)不可或(huo)缺的(de)點綴,規(gui)(gui)劃(hua)區(qu)(qu)(qu)綠(lv)(lv)(lv)地(di)(di)(di)(di)規(gui)(gui)劃(hua)應保證相對均衡、適(shi)度(du)集(ji)(ji)中(zhong),一方(fang)面滿(man)足片區(qu)(qu)(qu)防(fang)災避(bi)難與景觀環境改善的(de)需求;另一方(fang)面應因地(di)(di)(di)(di)制(zhi)宜(yi),與片區(qu)(qu)(qu)現狀(zhuang)植被(bei)、水資源相結合(he),提高(gao)生態恢復(fu)質量(liang),集(ji)(ji)中(zhong)打造高(gao)質量(liang)綠(lv)(lv)(lv)地(di)(di)(di)(di)開放(fang)空間。由(you)于本(ben)項目是(shi)以(yi)(yi)物(wu)流(liu)、生產為(wei)主(zhu)的(de)工業(ye)園區(qu)(qu)(qu),故在綠(lv)(lv)(lv)地(di)(di)(di)(di)系(xi)統結構布局時應充(chong)(chong)分考(kao)慮空間聯系(xi),打造以(yi)(yi)綠(lv)(lv)(lv)核為(wei)中(zhong)心,以(yi)(yi)沿(yan)渠、沿(yan)路綠(lv)(lv)(lv)化為(wei)廊道,以(yi)(yi)生態緩沖(chong)帶為(wei)基底的(de)點、線、面相結合(he)的(de)綠(lv)(lv)(lv)地(di)(di)(di)(di)系(xi)統,并將其分為(wei)公(gong)共綠(lv)(lv)(lv)地(di)(di)(di)(di)、防(fang)護綠(lv)(lv)(lv)地(di)(di)(di)(di)、單位附(fu)屬綠(lv)(lv)(lv)地(di)(di)(di)(di)及(ji)其他綠(lv)(lv)(lv)地(di)(di)(di)(di)四(si)部分。公(gong)共綠(lv)(lv)(lv)地(di)(di)(di)(di)處于規(gui)(gui)劃(hua)區(qu)(qu)(qu)中(zhong)部片區(qu)(qu)(qu),旨(zhi)在打造高(gao)質量(liang)景觀濕地(di)(di)(di)(di)公(gong)園;防(fang)護林主(zhu)要沿(yan)城市干道單側布設(she);企(qi)業(ye)用地(di)(di)(di)(di)內部附(fu)屬綠(lv)(lv)(lv)化由(you)企(qi)業(ye)自(zi)己建設(she)管理,以(yi)(yi)此作(zuo)為(wei)規(gui)(gui)劃(hua)綠(lv)(lv)(lv)地(di)(di)(di)(di)系(xi)統與景觀環境塑造的(de)補充(chong)(chong)。
