隨著市場經濟的發展,我國的建筑行業也逐漸的和世界接軌,從建筑企業的可持續發展以及經濟效益而言,智能化工程項目設計的好壞將直接影響到施工項目的進度、質量等等,進而影響企業的生存與發展。為了提高智能化工程項目設計水平,促進建設工程項目設計的科學化、規范化,制度化和國際化,《智能建筑設計標(biao)準(zhun)(zhun)》應運而生。《智能(neng)建筑(zhu)設計標(biao)準(zhun)(zhun)》為(wei)國家(jia)標(biao)準(zhun)(zhun),編(bian)號為(wei)GB 50314-2015,其中(zhong),第(di)4.6.6、4.7.6條為(wei)強制性條文,必須嚴格(ge)執行。
4.6.6 本條與國家工程(cheng)建設標準《安(an)全防范(fan)工程(cheng)技術規(gui)范(fan)))GB50348-2001中的強制性(xing)條文第3.13.1條相對應。
《安全防范工程(cheng)技(ji)術規范))GB 50318-2004 第3.13. 1 條(tiao)"監控中心應(ying)設置(zhi)(zhi)為禁(jin)區,應(ying)有保證自身安全的防護措(cuo)施和(he)進行內外聯絡(luo)的通(tong)訊手段,并應(ying)設置(zhi)(zhi)緊急報(bao)警裝置(zhi)(zhi)和(he)留有向上(shang)一級接處(chu)警中心報(bao)警的通(tong)信(xin)接口。"
由于(yu)(yu)總建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)積大(da)于(yu)(yu)20000㎡的(de)(de)(de)(de)(de)(de)(de)公(gong)(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),人員(yuan)密(mi)集、社會(hui)影響大(da)、公(gong)(gong)共災(zai)(zai)(zai)害(hai)受(shou)威脅(xie)突出(chu)(chu);建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)高(gao)度超過(guo)100m的(de)(de)(de)(de)(de)(de)(de)超高(gao)層建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),在(zai)緊急(ji)狀(zhuang)態下(xia)不(bu)便人流(liu)及(ji)時疏散,因此(ci),為(wei)(wei)適應(ying)(ying)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)物(wu)公(gong)(gong)共安(an)全(quan)的(de)(de)(de)(de)(de)(de)(de)實(shi)際需(xu)求現狀(zhuang)和強化管理措施落實(shi),有效(xiao)防(fang)范威脅(xie)民生(sheng)(sheng)(sheng)的(de)(de)(de)(de)(de)(de)(de)惡(e)性突發(fa)事(shi)件(jian)(jian)(jian)對人們(men)生(sheng)(sheng)(sheng)命(ming)(ming)財產造(zao)成重(zhong)大(da)危(wei)害(hai)和巨大(da)經(jing)濟損失,本條(tiao)以(yi)第4.6.5 條(tiao)為(wei)(wei)基礎提(ti)出(chu)(chu)規定:總建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)積大(da)于(yu)(yu)20000 ㎡的(de)(de)(de)(de)(de)(de)(de)公(gong)(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)或(huo)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)高(gao)度超過(guo)100m 的(de)(de)(de)(de)(de)(de)(de)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)所設置的(de)(de)(de)(de)(de)(de)(de)應(ying)(ying)急(ji)響應(ying)(ying)系(xi)統(tong),必須配置與(yu)(yu)(yu)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)物(wu)相應(ying)(ying)屬(shu)地(di)(di)的(de)(de)(de)(de)(de)(de)(de)上(shang)一級應(ying)(ying)急(ji)響應(ying)(ying)體系(xi)機(ji)構的(de)(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)互(hu)聯通(tong)信(xin)(xin)(xin)(xin)接口,確(que)保(bao)該(gai)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)內所設置的(de)(de)(de)(de)(de)(de)(de)應(ying)(ying)急(ji)響應(ying)(ying)系(xi)統(tong)實(shi)時、完(wan)整(zheng)、準確(que)地(di)(di)與(yu)(yu)(yu)上(shang)一級應(ying)(ying)急(ji)響應(ying)(ying)系(xi)統(tong)全(quan)局性可靠(kao)地(di)(di)對接,提(ti)升當(dang)危(wei)及(ji)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)與(yu)(yu)(yu)人員(yuan)生(sheng)(sheng)(sheng)命(ming)(ming)遇到(dao)重(zhong)大(da)風險時及(ji)時預(yu)警(jing)(jing)發(fa)布和有序引(yin)導疏散的(de)(de)(de)(de)(de)(de)(de)應(ying)(ying)急(ji)抵御能力,由此(ci)避免重(zhong)大(da)人員(yuan)傷害(hai)或(huo)緩解危(wei)及(ji)生(sheng)(sheng)(sheng)命(ming)(ming)禍(huo)害(hai)、減少經(jing)濟損失,同時,使建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)物(wu)屬(shu)地(di)(di)的(de)(de)(de)(de)(de)(de)(de)與(yu)(yu)(yu)國(guo)家(jia)和地(di)(di)方應(ying)(ying)急(ji)指揮體系(xi)相配套(tao)的(de)(de)(de)(de)(de)(de)(de)地(di)(di)震檢測機(ji)構、防(fang)災(zai)(zai)(zai)救災(zai)(zai)(zai)指庫中(zhong)心監測到(dao)的(de)(de)(de)(de)(de)(de)(de)自然災(zai)(zai)(zai)害(hai)、重(zhong)大(da)安(an)全(quan)事(shi)故、公(gong)(gong)共衛生(sheng)(sheng)(sheng)事(shi)件(jian)(jian)(jian)、社會(hui)安(an)全(quan)事(shi)件(jian)(jian)(jian)、其(qi)他各類(lei)重(zhong)大(da)、突發(fa)事(shi)件(jian)(jian)(jian)的(de)(de)(de)(de)(de)(de)(de)預(yu)報及(ji)預(yu)期警(jing)(jing)示信(xin)(xin)(xin)(xin)息(xi)。通(tong)過(guo)城(cheng)市(shi)應(ying)(ying)急(ji)響應(ying)(ying)體系(xi)信(xin)(xin)(xin)(xin)息(xi)通(tong)信(xin)(xin)(xin)(xin)網絡可靠(kao)地(di)(di)下(xia)達,起到(dao)啟(qi)動(dong)處置預(yu)案更迅速的(de)(de)(de)(de)(de)(de)(de)響應(ying)(ying)保(bao)障。
4.7.6 緊急(ji)(ji)廣(guang)播(bo)(bo)系(xi)(xi)統(tong)(tong)是建(jian)筑(zhu)物中最基本(ben)(ben)的(de)緊急(ji)(ji)疏(shu)散(san)(san)設施(shi)之一,是建(jian)筑(zhu)物中各(ge)類安全(quan)(quan)(quan)信息(xi)指(zhi)令發布和傳播(bo)(bo)最直接(jie)、最廣(guang)泛、最有效的(de)重要(yao)技術方式(shi)之一。為了確保緊急(ji)(ji)廣(guang)播(bo)(bo)系(xi)(xi)統(tong)(tong)在大規(gui)模、超高層(ceng)的(de)建(jian)筑(zhu)中可靠運行,本(ben)(ben)條提(ti)出了強化安全(quan)(quan)(quan)性(xing)能的(de)規(gui)定。對該類建(jian)筑(zhu)與(yu)公(gong)共安全(quan)(quan)(quan)相配(pei)套(tao)(tao)的(de)緊急(ji)(ji)廣(guang)播(bo)(bo)系(xi)(xi)統(tong)(tong)(包括與(yu)火災自(zi)動報警(jing)系(xi)(xi)統(tong)(tong)相配(pei)套(tao)(tao)的(de)應急(ji)(ji)廣(guang)播(bo)(bo)系(xi)(xi)統(tong)(tong)) ,要(yao)求其備用電源的(de)連續(xu)供電時間必須(xu)與(yu)消防疏(shu)散(san)(san)指(zhi)示(shi)標志(zhi)照明備用電源的(de)連續(xu)供電時間一致,有效地健全(quan)(quan)(quan)建(jian)筑(zhu)公(gong)共安全(quan)(quan)(quan)系(xi)(xi)統(tong)(tong)的(de)配(pei)套(tao)(tao)設施(shi),提(ti)高建(jian)筑(zhu)物自(zi)身抵(di)御災害的(de)能力。
從(cong)以(yi)上條(tiao)(tiao)文(wen)中(zhong),我們很明顯看到,兩條(tiao)(tiao)都(dou)是(shi)安全(quan)相關的(de)(de)規定,從(cong)智能建筑(zhu)(zhu)設(she)計之(zhi)初,就要為(wei)人(ren)們生命財產安全(quan)提供(gong)保障(zhang)。其中(zhong),4.6.6條(tiao)(tiao)文(wen)中(zhong)對建筑(zhu)(zhu)面(mian)積(ji)和高(gao)度都(dou)做了明確規定,即總建筑(zhu)(zhu)面(mian)積(ji)大于20000 ㎡的(de)(de)公共建筑(zhu)(zhu)或建筑(zhu)(zhu)高(gao)度超過100m 的(de)(de)建筑(zhu)(zhu)所設(she)置的(de)(de)應(ying)急(ji)響應(ying)系統,必須能夠實時、完整、準確的(de)(de)與建筑(zhu)(zhu)所屬地(di)上一級(ji)應(ying)急(ji)指揮(hui)系統連接,以(yi)提高(gao)災害應(ying)急(ji)抵御能力。
另外,緊急廣播系(xi)統(tong)是建(jian)(jian)筑(zhu)物中最重要(yao)的(de)緊急疏散設(she)施,為保證系(xi)統(tong)可(ke)靠(kao)運行,《智能建(jian)(jian)筑(zhu)設(she)計標準》4.7.6調對廣播系(xi)統(tong)備(bei)(bei)用(yong)(yong)電源(yuan)連續(xu)供(gong)電時間做出來強制性要(yao)求。即(ji)備(bei)(bei)用(yong)(yong)電源(yuan)的(de)連續(xu)供(gong)電時間必須與(yu)消防(fang)疏散指示標志照(zhao)明備(bei)(bei)用(yong)(yong)電源(yuan)的(de)連續(xu)供(gong)電時間一致,有效地健全建(jian)(jian)筑(zhu)公共(gong)安全系(xi)統(tong)的(de)配套設(she)施,提(ti)高(gao)建(jian)(jian)筑(zhu)物自(zi)身抵御災害(hai)的(de)能力。
《中華人民共和(he)國(guo)標(biao)(biao)準化法》也明確規定(ding):“標(biao)(biao)準化工(gong)(gong)(gong)作的任務是制定(ding)標(biao)(biao)準、組織實施(shi)(shi)標(biao)(biao)準和(he)對標(biao)(biao)準的實施(shi)(shi)進行監督”。沒有工(gong)(gong)(gong)程建設標(biao)(biao)準,工(gong)(gong)(gong)程建設活動則無(wu)章可循;沒有工(gong)(gong)(gong)程建設標(biao)(biao)準的貫(guan)徹(che)實施(shi)(shi)與(yu)監督,工(gong)(gong)(gong)程建設活動中的安全、質(zhi)量、環境和(he)公眾利益則得不到根本保障(zhang),更無(wu)從(cong)談起促進最(zui)佳社會效(xiao)(xiao)益、經濟效(xiao)(xiao)益、環境效(xiao)(xiao)益和(he)最(zui)佳效(xiao)(xiao)率(lv)。
因此(ci),作為智能建(jian)筑的設(she)計與(yu)(yu)(yu)施工單位,必須嚴格的按照此(ci)規定(ding)進行(xing)設(she)計與(yu)(yu)(yu)施工,從而為人們的生命與(yu)(yu)(yu)財產安全(quan)提供基礎保障。
